Housing Department programs provide homes to more than 35,000 Phoenix residents and provide financing to for-profit and nonprofit partners to help create additional affordable housing in our community. The department also provides services and referrals to help residents reach their goals and attain self-sufficiency.

Department Initiatives
Housing Phoenix Plan
Through extensive research and community outreach, the Housing Phoenix Plan identifies the city's housing needs, documents the housing gap, compiles nationwide best practices, and recommends nine policy initiatives to reach the goal of creating a stronger and more vibrant Phoenix through increased housing options for all.
Choice Neighborhoods
Choice Neighborhoods (CN) is a grant from the U.S. Department of Housing and Urban Development to transform distressed neighborhoods and public housing into mixed-income neighborhoods linking housing improvements with appropriate services, schools, public assets, transportation, and access to jobs.​
